What is the difference between Carter and Bush foreign policy?

Jimmy Carter is getting front page Yahoo News for calling GW the worst president ever. Thats like the pot calling the kettle black to me. In light of the story from Tehran about the radicals of Islam there being mad at the students for taking Americans hostage in the 1970's and then learning America was a paper tiger due to Carters' inept response and empowering them dramatically I have to wonder what is the difference between the American "lefts" foreign policy and the American "rights." One seems to go for peace through strength and the other seems to want to buy off everyone? Is that accurate?
