Re-instating water after shutoff.?

Draining a system should go like this, turn the main water supply to the house to the off position. The water heater open the high pressure cut off enter the house and open all of the water faucets along with the hose bibs on the out side of the house. Allow the water to completely drain from the pipes once this is done close all the faucets hose bib and over pressure vale on the hot water tank. when you fill the system do the same until water is flowing from all of the outlets and there is no more spitting of air from the faucets.
