Could anyone tell me why my 16 month old daughter's ears always have a waxy build up?

My baby girl's ears always have a waxy build up no matter how much I clean them. She rubs them allot like there maybe an infection but the doctor said this is normal and there is not an infection, and that some babies rub their ears to soothe themselves. What causes this? And how can I fix it?
