Mini cooper mystery????

Ive recieved this box in the mail after purchasing a new 2008 mini in germany and there was a flap in the box. This flap says "nothing to see behind this flap. zero. zip. and of course, zilch". So i looked and there is an envelope that says top secret and is only for mini owners eyes. Inside this envelope is a puzzle i would say where you have to decrypt something. I am really curious in what this is supposed to be. Also could it be something thats just supposed to make us think or is it actually something significant. If you can help thanks but if not its fine because this is a difficult mystery to solve.
