Help! This kid is bugging me with his screams, its irrating!!?

OMG, I can hear him crying already. I swear i wanna strangle that damn lil kid. I'm a nice person, I like little kids, i have a couple of nieces, nephews and little cousins. But this kid will drive you insane makes you want to go over and hit him in the mouth. You just got to believe me its so ANNOYING! and i don't know what to do. so okay, i live in a quiet private community (well used to be quiet until these hooligans moved in) and across from my house, like about two or three houses down, that's where that annoying kid lives. Now it would be alright if the kid was like 5 months, I'd understand 'cuz its still a baby. But this kid is about 4, 5 years old besides hearing his screams during the days, at times, at night it gets worse. Because I'm trying to get some sleep for school the next day, (I'm 17 by the way), and this kid keeps me awake for hours at night. I don't get enough sleep! Like for instance last night, this damn kid kept screaming loudly like if they were attacking him or killing him with a knife. He started at 11: and stopped quietly, somewhat around 12 almost 1. And then I was sleeping happily, or so I thought until that stupid kid, excuse my language, came again yelling and shouting as loud as he could. Not even my little cousin who's 2 almost 3 years old screams that loud or annoying. And what makes this even worse is that the kid sleeps close by the window, and you could hear the stupid parents yelling at him like, "Que, Que Quieres!!" Translation: "What! What do you want"! Or Be quiet, or Don't touch that! And once I yelled throught my window to them to SHUT UP! and they slightly closed their window, yea.. like that helped. And of course my mother got mad at me and said that i shouldn't do that 'cuz its in their house. But I'm like ya as long as the noise stays inside their house and doesn't disturb anybody thats okay, but this kid is disturbing the neighbors and affecting us as well. Now i know the neighbor's who are across from them could hear the screams very much well as i could and are to nice to not say anythin about it. But its distrurbing me very much with my sleep. So what can i do. Now these people are ignorant to talk to, 'cuz this isnt the first time they've caused problem, before they woudn't respect parking rules, and they'd play soccor outside hitting and banging the garages with their ball which few nieghbors would complain to them, and worst of all they'd put that loud mexican music at NIGHT! I'm mexican too, mexican american, but these mexican thinks its TJ or those cheap crowded apartments where they think they can do anything. and its not! This is a quiet private community and they need to respect that. and of course how can we forget, that nasty urine smell outside their garage I will not go further than that but let's just say that no one was doing anthing about this, and so since this bugged my parents alot, they sent a letter to the ociation and since then i guess the ociation sent them a letter warning. But now i have this problem of my own with the kid, and of course my mom's not complaing about it cuz she can't hear it since shes not close enough. So what can i DO?? HELP
