If a movie wins the oscar for best picture of the year why dont the writers get the award?

i don't understand why screenwriters get no recognition for their hard work. When a movie wins best picture why do the producers get the award what about the writers? i really don't think it is fair at all. Why waste months or even years of hard work, if you get no recognition(besides money)?
